The Energy Bill Problem Pennsylvania Homeowners Can't Ignore

For Pennsylvania homeowners, the energy bill has become one of those household expenses that is difficult to predict and even harder to control.

You can turn down the thermostat. Use less electricity. Adjust your daily habits.

And still, the bill can go up.

That isn't only a household problem. Pennsylvania has been dealing with a broader energy affordability fight, including legal action over PJM electricity pricing and challenges to proposed utility rate increases. In July 2026, Gov. Josh Shapiro announced that a PJM settlement would save Pennsylvania consumers more than $2 billion in the 2028–29 delivery year, or an estimated 9% reduction in electricity bills. Earlier this year, his administration also pushed PECO to withdraw a proposed rate case that would have increased average residential electric bills by about $20 per month.

Those decisions happen at the utility, regulatory and market level.

Homeowners don't control them.

But there is another part of the energy bill that homeowners can influence:

How efficiently their house uses the energy they pay for.

The House Can Be Part of the Problem

Two homes can have similar square footage, similar heating systems and similar thermostat settings—and still use very different amounts of energy.

The difference can come from the condition of the house itself.

Older windows can allow more heat transfer. Poor insulation can make it harder to maintain indoor temperatures. Air leakage around exterior openings can allow conditioned air to escape. An aging roof and attic assembly can also affect how the home handles heat.

Homeowners often notice the results before they know the cause.

One bedroom is always colder.

A second-floor room becomes uncomfortable during the day.

The thermostat seems to run constantly.

You feel a draft near an exterior window.

You keep adjusting the temperature because different rooms never seem to feel the same.

These aren't necessarily signs of one specific problem. But they can indicate that the home's building envelope isn't performing as well as it could.

Windows Can Affect More Than Comfort

Windows are one of the most noticeable parts of a home's building envelope.

When they age, homeowners may notice drafts, condensation, cold glass, difficult operation or rooms that are harder to keep comfortable.

Sometimes the signs are subtle. A bedroom feels colder than the rest of the house. A sunny room becomes uncomfortable during the day. The thermostat keeps getting adjusted.

These issues don't automatically mean the windows need to be replaced. But they can be signs that the window system isn't performing as well as it once did.

When replacement is eventually needed, homeowners can look at energy performance, glazing, frame construction, seals and installation rather than choosing based on appearance alone.

The bigger point is that windows are only one part of the home's energy performance. They work alongside insulation, air sealing, doors, roofing and the HVAC system.

Your Roof Can Affect Energy Costs, Too

A roof's job isn't limited to keeping rain and snow out.

It also sits between the home and the outdoor environment, where heat can enter and escape.

When an older roof is already approaching replacement, homeowners have an opportunity to consider more than shingles and appearance. Durability, weather protection and energy performance can all matter.

According to American Remodeling, its energy-efficient roofing systems can provide up to 12% in energy savings.

The company also offers roofing systems designed to help manage solar heat and improve the home's overall performance.

That doesn't mean every Pennsylvania home will see the same savings. Actual performance depends on the existing roof, attic conditions, insulation, ventilation and other characteristics of the property.

But when a roof already needs to be replaced, energy performance becomes another factor worth considering.

A roof can protect the house and contribute to how efficiently it operates.

Insulation and Air Leakage Matter, Too

Replacing one component doesn't automatically solve every energy problem.

A home can have efficient windows and still lose conditioned air through gaps around doors, attic areas and other exterior openings.

Insulation helps slow heat transfer. Air sealing helps reduce unwanted air movement. Attic conditions can also affect how well the home maintains comfortable temperatures.

That's why homeowners shouldn't assume the most noticeable problem is necessarily the biggest one.

A draft around a window could involve the window—or the area around it.

A hot upstairs room could involve the roof, insulation, ventilation or air leakage.

A high energy bill could involve the HVAC system, the building envelope, utility rates or several factors at once.

The house needs to be looked at as a system.

Rising Energy Costs Make Efficiency More Important

Pennsylvania's energy debate isn't going away.

State officials continue to challenge utility costs and push for changes to the regional electricity market. Pennsylvania has also created a Special Counsel for Energy Affordability to scrutinize utility rate requests and help protect consumers from unreasonable increases.

That matters because homeowners have limited control over the price of energy.

But they have more control over the performance of their own homes.

If a house consistently requires more energy to stay comfortable, improving the building envelope may help reduce that demand over time.

The goal isn't simply to find a way to pay a higher bill.

It's to ask whether the house needs to use that much energy in the first place.

What Homeowners Can Actually Do

You don't necessarily need to renovate the entire house.

Start with what you already notice.

Look at uncomfortable rooms

If one room is consistently colder or warmer than another, pay attention to it.

Temperature differences can provide clues about windows, insulation, air leakage, solar exposure or other parts of the building envelope.

Look at aging windows

Notice drafts, condensation, deteriorated seals and difficult operation.

If the windows are already approaching the end of their useful life, energy performance can become part of the replacement decision.

Look at the roof and attic

Check for visible deterioration, leaks and moisture problems.

If the roof is approaching replacement, consider the roofing system together with attic insulation and ventilation.

Look for air leakage

Pay attention to drafts around windows, doors and other exterior openings.

Small gaps can contribute to comfort problems and unwanted air movement.

Look at your energy use over time

Don't judge your home based on one unusually high bill.

Compare several billing periods. If your household habits haven't changed significantly but energy consumption continues to rise, the home itself may deserve a closer look.

You Don't Have to Fix Everything at Once

This is where homeowners can easily become overwhelmed.

An older Pennsylvania home may have several components at different points in their useful lives.

The roof might be approaching replacement while the windows still have years left.

The windows might be underperforming while the bathroom works perfectly well.

The flooring might be worn while the building envelope needs more immediate attention.

That doesn't mean everything needs to happen this year.

A practical approach is to prioritize based on:

Protection → Condition → Performance → Comfort → Function

Address problems that can cause damage first.

Then look at components approaching the end of their useful life.

After that, consider improvements that can improve energy performance and comfort.

Finally, plan interior improvements around how the household actually uses the home.

That could eventually mean replacement windows, roofing, insulation, bathroom improvements or a durable floor coating for a garage or basement.

The point isn't to complete the most projects.

It's to make the right improvement at the right time.

The Part of the Energy Bill You Can Control

Pennsylvania homeowners cannot control every factor behind their utility bills.

They cannot set electricity-market prices, approve utility rate cases or decide how the regional grid operates.

But they can make decisions about the house itself.

They can evaluate aging windows.

They can consider the performance of the roofing system.

They can look at insulation and air leakage.

They can plan replacements before an emergency forces the decision.

And when a major component is already due for replacement, they can consider energy performance as part of the investment, rather than treating efficiency as an afterthought.

For Pennsylvania homeowners, that may be the most practical response to an energy problem that extends far beyond the monthly bill.

You may not control what energy costs. But you can control how well your home uses it.
